Reed tells him that the bad news is that it definitely is Stark tech. The good news is that it is repurposed Stark tech. Tony says that Ezekiel Stane(the superterrorist) is a scavenger, not an inventor. Stane needs Tony. Pepper does not want Tony giving Stane any more weaponry.
