Report says more jail guards needed in OC

More than 400 jail guards need to be hired in Orange County for safety and security reasons, a consulting firm told county supervisors. A report released Friday recommended the Orange County Sheriff's Department staff at five jail facilities should be increased from 1,067 to 1,521.
